It appears when the Elyos or Asmodians capture Broken Cliff Camp. The one consisting of Cliffside Vanguard Combatants, Cliffside Vanguard Sentrys, and Cliffside Vanguard Supervisor appears when the Balaur capture Broken Cliff Camp.. (x5)

Step 2. Talk with EgnatiaA captain of the Guardian Detachment who appears when the Elyos capture Broken Cliff Camp in Relics of Sorrow..
