It appears when the Elyos or Asmodians capture Windswept Camp. The one consisting of Windswept Vanguard Combatants, Windswept Vanguard Sentrys, and Windswept Vanguard Supervisor appears when the Balaur capture Windswept Camp.. (x5)

Step 2. Talk with HerminiaA captain of the Guardian Detachment who appears when the Elyos capture Windswept Camp in Sillus Mountains..
