I’ve found the campsite ok, but the wagon is not there. Figured someone else had killed it and waited for a respawn. 20 minutes later I’m still waiting.
Then someone else turned up and started attacking something I couldn’t see in the spot where the wagon should be, so it seems the wagon may be phased. A few minutes after they had killed it it reappeared for me and I could complete the quest ok.
It looks like you get ganked when you kill the wagon too, so be prepared. 🙂
You can just jump on the wagon, and you can freely destroy it without recieving any damage from mobs ^-^
I have entered the house in Manir’s Dock, but there’s nothing on the table, where the letter was supposed to be :/
