It’s found in the Angrief Ruins and Hanarkand Plains.s and bring it to SiaquaA Wisplight Legionary dispatched when the Temple of Scales in Inggison comes under Elyos control. She distrusts the Sanctum Expeditionary Force.. (You need to collect: Obscura Dust)
