Vulcanus said you must be able to make something rare to receive the title of Armorsmithing Expert. Make Fasimedes’ Noble Breastplate and take it to him.

He believs that good armor comes from the harmony of function, comfort, and beauty.. (You need to collect: Fasimedes’ Noble Breastplate)
