Defeat the Elyos garrison at Krotan Refuge, gather the Guardian’s Cloaks, and bring them back to Lodurr.

It only appears when the fortress is in a Vulnerable state. and return with the proof to LodurrA Thunder Shout Legionary dispatched to Krotan Rock in Reshanta. He really hates the Elyos. No, really.
